Freeman is a director with Troutman Sanders Strategies and is of counsel with Troutman Sanders LLP. In this capacity, he concentrates on governmental relations, legislative action and insurance regulation. Freeman's governmental relations practice encompasses representation and advocacy before a variety of state agencies. He works with clients regarding procurement matters, as well as on-going compliance for those that are regulated by state agencies.
Freeman's legislative practice before the Georgia General Assembly involves testifying at committee hearings and study committees, drafting, tracking and monitoring legislation and advocating for the passage, revision or defeat of legislation. As a lobbyist, Freeman represents a national property and casualty insurance trade association, a national health carrier and a southeastern region residential contractor/lender, among other clients. He also has experience representing a Fortune 150 company, the City of Atlanta, a natural gas marketer and a major Atlanta hospital system.
Freeman's insurance regulatory practice encompasses all facets of regulation by the Georgia Department of Insurance. He represents clients in rate and form filing issues, examinations, enforcement and disciplinary actions, change of control filings and hearings, licensing and regulation revision. Freeman works closely with Commissioner John Oxendine and his staff on a daily basis for the firm's clients, some of which are the largest insurance concerns in the areas of property and casualty, life and health and reinsurance. Freeman also represents clients before other Departments of Insurance across the nation.
