Freshman has over 30 years of intense engagement with major environmental issues, including the original Clean Water Act, Clean Air Act, Endangered Species Act, wetlands protections program, Resource Conservation and Recovery Act, National Environmental Policy Act, federal reclamation law and other federal legislative proposals and regulations. In this capacity, he has been involved in every appropriations issue that affects water and infrastructure, resulting in his work concerning water supply, dams, flood control and navigation. Freshman has successfully assisted clients in achieving over a quarter of a million dollars worth of funding for ground flood control protections, regulatory relief from provisions of the Clean Water Act and water supply initiatives funding for water recycling projects.

Freshman’s clients include California municipal utility districts and cities, a major Texas wastewater treatment district and Fortune 500 companies. He is a distinguish leader in the complex world of western water supply, especially in California where he is a trusted advisor to some of the state’s largest water and wastewater utilities and key decision-makers. In addition, Freshman represents California water users and other California utilities directly before Congress and the federal agencies on all federal legislative and regulatory proposals affecting them. This includes flood control, reclamation reform, Central Valley Project reform, water allocation, water pollution, air pollution, Bureau of Reclamation contracting issues, fish and wildlife proposals, pensions and emergency drought relief issues.

Freshman’s three decades of public policymaking and political experience distinguish him as a leader capable of providing strategic advice and navigating Washington's difficult terrains to find successful solutions. He maintains relationships with key legislators and their staffs, communicating with them regularly on issues important to his clients.
