Pickral has a strong background in pharmaceutical and healthcare legislative and regulatory matters, in addition to significant experience in the economic development arena.
Before joining the firm, Pickral served as the Director of Policy for the Virginia Pharmacists Association where he was responsible for developing association policy; advocating on the state and federal levels; and acting as legislative consultant to the Virginia Association of Durable Medical Equipment Companies and the Virginia Society for Respiratory Care. He also served as the director of the Rx Care PAC, the political action committee for the Virginia Pharmacists Association, and was responsible for raising and disbursing political campaign funds as well as preparing state campaign finance reports. While at the Virginia Pharmacists Association, Pickral was the federal point person for the Virginia members of the National Association of Compounding Pharmacists and the National Community Pharmacist Association. Pickral’s legislative experience includes serving three sessions as Legislative Assistant to Delegate John O’Bannon.
Pickral has been involved in several state and federal public health and safety campaigns including the “Virginia Meth Watch Program” instituted by former Attorney General Jerry Kilgore, aimed at reducing methamphetamine production. He served as the Virginia representative and the Virginia program coordinator for the Food and Drug Administration’s “Looks Can Be Deceiving” campaign, which educates the public on the risks associated with illegally imported prescription drugs.
Pickral is a veteran of the U.S. Army, serving as an infantryman during Operations Desert Shield, Desert Storm, and Provide Comfort; where he was awarded the Combat Infantryman’s Badge and an Army Commendation Medal with V Device for valor in combat.
Pickral has been a guest lecturer speaking on government relations at the Medical College of Virginia, School of Pharmacy and on the Persian Gulf War at Georgia Southern University.
