Willis is a principal at Troutman Sanders Strategies and leader of the firm’s State Governmental Affairs practice, managing the Georgia lobbying efforts for over 30 clients. Since 1995, Willis has represented a diverse, corporate client base before the Georgia General Assembly, executive branch and other state departments. Willis’ extensive experience has distinguished him as a leader representing clients’ interests in technology, taxation, telecommunication, banking, construction/development and healthcare.

In recent years, he was instrumental in helping re-write Georgia’s corporate income tax code and led the effort to pass the ballot initiative and legislation to allow infrastructure development districts in the state.

Prior to entering the private sector, Willis served the Georgia State Senate as chief of staff for the President Pro-Tem and Senate Appropriations Committee. Willis also briefly served in the Office of Lieutenant Governor in Georgia.

Willis is generally identified as one of the best government affairs consultants in Georgia and has received recognition as such from Georgia Trend Magazine and the Atlanta Journal-Constitution.
