Troutman Sanders Strategies Principal Speaks on the Privatization of Governmental Services
Richmond, VA - (Monday, October 20, 2008) – Clark H. Lewis, a Troutman Sanders
Strategies Principal and Troutman Sanders LLP Partner, will be the featured speaker in
a seminar regarding the “Privatization of Government Services” on Tuesday, October
21, 2008. The teleconference will be held by Lorman Education Services, a seminar
company dedicated to keeping professionals informed as the regulatory environment
continues to rapidly change.
Lewis remarked, “Given the slow national economy and the reluctance of many states
and localities to increase taxes to support anticipated growth of core services, the
public and private sectors have shown renewed interest in the privatization of
governmental services.”
The seminar is designed to assist those responsible and interested in the privatization
of core governmental services to understand the pros and cons for privatization, to
determine what services are appropriate and most importantly, how to succeed from
the public and private perspective. This teleconference will also provide an overview of
specific projects and anticipated national trends.
Attendees of the seminar include, but are not limited to, administrators, planners,
project and purchasing managers, government officials, utilities and public works
directors, business owners and managers, and attorneys.
Lewis’ practice focuses on state and local government relations, economic
development, privatization and public-private partnerships. He also has extensive
experience as an attorney in the areas of commercial and products liability litigation.
Lewis has held several leadership positions within the firm’s Virginia offices and offers
unique entrepreneurial, leadership and organizational skills gleaned from a 15-year
litigation practice and a solid government relations background. He has spearheaded
many public-private projects on behalf of Troutman Sanders clients including forensic
laboratories, higher education, IT consolidation and many projects for localities
throughout Virginia. He has also co-authored two articles, “Some Thoughts on
Experiences with the PPEA,” which appeared in the summer 2004 issue of Journal on
Local Government Law and “A New Tool for Procurement in Virginia – Learning to Use
the PPEA” featured in the Virginia Construction Journal in April of 2006.
Lewis graduated from Washington and Lee University with several notable honors
including: Distinguished Military Graduate, Phi Beta Kappa and Magna Cum Laude. He
also completed a fellowship with Rotary International at Monash University in
Melbourne, Australia and holds a Juris Doctorate from the University of Virginia School
of Law.
